Government and TradeMark fast-track efforts to revamp Malaba Border Post.

A few years ago, travellers and traders alike at both Busia and Malaba border points spent several hours, sometimes days processing their entry/exist clearances at these borders.

Such delays were occasioned by underdevelopment of the borders’ infrastructure, coupled with disorganized and uncoordinated processes implemented by both Ugandan and Kenyan officials.

However, this is no longer the case at Busia thanks to the construction of a functional One Stop Border Point (OSBP) linking Uganda and Kenya. The establishment of this OSBP was fully bankrolled by TradeMark East Africa, United Kingdom’s Department for International Development (DFID) and Government of Uganda.

One Stop Border Post refers to the ‘legal and institutional framework, facilities, and associated procedures that enable goods, people, and vehicles to stop in a single facility in which they undergo necessary controls following applicable regional and national laws to exit one state and enter the adjoining state.’

Over 12 and 80 OSBPs have been planned and/ or implemented in East Africa and Africa respectively. Busia, Mutukula and Mirama Hills are operational in Uganda while Mpondwe, Elegu/Nimule and Malaba are under development.  All these were funded by DFID through TradeMark East Africa.

With a model OSBP in place, Busia is currently ranked as the most efficient and effective border post across the East African region.

Nonetheless, the same can’t be said of Malaba border point. Even though Malaba is the main entry point for Uganda, Rwanda, South Sudan and eastern DR Congo imports, it remains under-developed; an issue that continues to affect trade across the region.

As of 2016, the government of Uganda and World Bank were working on modernising the Malaba border. But these works ended prematurely after the World Bank ‘cancelled the loan/grant’ for the completion of this project. This unfortunate development left the government helpless as it was unable to provide funds for the much needed infrastructure at Malaba.

As such, the Malaba project stalled for more than a year until a few months ago, when the government through the works and transport ministry got a new partner to complete what it had started with World Bank some years ago.

“The construction of a modern Malaba facility was originally funded by World Bank and the government. The World Bank loan came to an end but the access road was not completed. We already had a contractor on site, but because we couldn’t pay them, the contractor left the road incomplete. Due to lack of funds to continue with the project, all that we had started stalled until this year when TradeMark came on board,” Hon Monica Azuba Ntege, the minister of Works and Transport noted during a tour of both the Busia and Malaba borders yesterday. The tour was part of the National Oversight Committee (NOC) meeting for Trademark Uganda, TradeMark Kenya and stakeholders held on the same day.,”

Hon Azuba added: “I personally wrote to TradeMark. I am happy to note that after our engagements, TradeMark and its DFID partners agreed to fund the completion of the project. As already seen on ground during our inspection tour this morning, I am happy to report that the government has fulfilled all the financing conditions and construction works for the access road have resumed and are on schedule for completion by December 2018. I would like to thank the management of TradeMark and its Financiers for supporting the development and integration of the EAC.”

With more than USD 2 million provided by DFID through TradeMark EA now available, construction of Malaba access roads is in high gear while land for constructing of staff homes and a modern parking facility has been secured too.

” I would like to emphasize the importance of Malaba border because it is the main entry point for Uganda in terms of imports and also for the region – Rwanda, DRC, and South Sudan,” Moses Sabiiti, the TradeMark East Africa Ag.Senior Director Country Programmes said, adding;

“” In terms of other infrastructure at Malaba, we have talked to our partners, particularly- DFID. They are willing to come in, not just to do the Malaba access roads but also to ensure that customs at Malaba operate on a 24 hour basis. 24 hour operations make border posts very efficient thus bringing about a seamless operation for exports & imports. We are also going to work on URA Malaba staff houses & parking to make sure our exports & imports are well managed.”

On completion, all OSBPs are handed over to Uganda Revenue Authority (URA) for management and maintenance.  According to Dicksons Collins Kateshumbwa, the URA commissioner customs, the tax body allocates an annual budget for ensuring that these OSBP remain in great shape so that they can continue to play a key role in tax collection.

He said: “We have an annual plan and budget for managing these border posts. Busia, Mutukula, Katuna, Mirama Hills and all the other are managed by URA customs team. Allow me to also note that all major border points in Uganda have tarmacked roads currently; thus making transport to and from Uganda very good. We thank the works ministry for this.”

Yesterday, URA launched a state of the art cargo scanners at Busia and Malaba OSBPs. This is aimed at improving international trade facilitation and managing cargo entering and transiting through Uganda.

The 15 billion shillings investment will also help Government Agencies/Authorities to speed up the cargo clearance process through enhanced automatic decision making, detect contraband and trade fraud through concealments, mis-declaration and under declaration. The scanners will also help maintain the international security chain, protect the environment from contaminated items and supervise the transit of containerized cargo.

At the launch, the Minister of Finance, Planning and Economic Development, Hon. Matia Kasaija noted that traders involved in cross border trade are the biggest benefactors of the initiative.

“Importers and exporters will enjoy reduced clearance time, avoid the inconvenience and risks linked to physical inspection. They will experience a better and faster export process with reduced possibilities of short landings,” Kasaija said.

Dicksons Kateshumbwa, the Commissioner Customs noted that after inspecting the consignments, the system is configured to send out alarms from the Radiation Portal monitor through the Central Assessment System (CAS).

“The cargo scanner by design comes with all the necessary hardware required to operate including the non-intrusive Inspection hardware, the control unit, server, voltage stabilizers and the necessary software for image analysis,” Kateshumbwa explained.

Richard Kamajugo, the Senior Director Trade Environment pledged on behalf of TMEA to continue supporting regional trade facilitation initiatives in the region.

Meanwhile, the seamless integration between these scanners and other customs systems such as; Asycuda World, Outward Processing Relief (OPR), Lawful Permanent Residents (LPR), Radio frequency Identification (RFID) and Regional Electronic Cargo Tracking System (RECTS) is guaranteed.

Q&A With Vincent Omoth, Marketing Manager Fresh Dairy On The Rebranding Of Fresh Dairy Yoghurt And The Launch Of A New Flavour – Mixed Berries

Fresh Dairy recently rebranded all its yoghurt. What is the rationale behind the re-branding?
Fresh Dairy rebranded all its yoghurt as part of our strategy to satisfy the constantly changing needs of our customers while increasing market share both in Uganda and the East African region at large.

The rebranded Fresh Dairy yoghurt comes in five flavours to include Strawberry, Vanilla, Mango, Plain and the latest addition – Mixed Berries. The rebranded yoghurt will now be packed in various sizes ranging from 450g, 250g, 150g to 100g cups.

How did Fresh Dairy facilitate this re-branding process?
Fresh Dairy recently installed a fully automated yoghurt plant that processes and packs all the yoghurt we produce with minimal human contact. The yoghurt plant is worth an investment of 1.4 million dollars and has a capacity to handle 80,000 litres of yoghurt daily. We believe that there is a huge production of growth for yoghurt in the coming 10 – 20 years.

What is unique about this newly rebranded yoghurt?
Fresh Dairy yoghurt is the first yoghurt without preservatives in Uganda. We have also improved all the flavours. It took us more than a year in terms of research to come up with this recipe to make sure that what we have the most preferred yoghurt in Uganda today.

Besides the taste, what else is different about this rebranded yoghurt?
The rebranded yoghurt has been packaged with the latest technology called IML. We now have the most advanced technology to pack Fresh Dairy yoghurt in Uganda, which technology enhances the product’s security features to curb counterfeits.

How is Fresh Dairy supporting the local enterprise in Uganda?
All the milk used in our newly re-branded yoghurt is sourced from Ugandan farms only totaling to approximately 30,000 farmers that we work with. We work with both small and large-scale farmers ranging from farmers with only 2 cows to 200 cows.

Dairy is a very delicate industry that requires maximum quality control. What has Fresh Dairy put in place to ensure quality control?
In order to ensure quality control, all milk received from farmers is taken through mandatory tests to ensure that the milk you have in your yoghurt is of the best quality not only in Uganda but also East Africa.

What are the benefits of consuming yoghurt?
Yoghurt is a healthy and nutritious snack with rich benefits for the consumer. Yoghurt is an ideal nutrition booster rich in Vitamin A, B, D, E, Calcium and Potassium.

How have you been educating your consumers about the importance of consuming yoghurt?
Fresh Dairy has for 2 consecutive years run a schools’ program in approximately 370 primary schools in Kampala, Mukono and Wakiso aimed at educating children on nutrition, specifically encouraging the consumption of 1-Yoghurt-a-Day’ as a healthy and nutritious snack.
What is the recommended retail price for the newly rebranded Fresh Dairy yoghurt?
450 gm cup will retail for 3,000 Ushs, 250 gm cup for 1,900 Ushs, 150 gm cup for 1,400 Ushs and the 100 gm cup for 850 Ushs.

Where can a consumer access the newly rebranded Fresh Dairy yoghurt?
Fresh Dairy has intensified its distribution channels to ensure that consumers countrywide in Uganda have access to the newly re-branded yoghurt. The yoghurt will be available in Shops, Duukas, Kiosks, Supermarkets and Tricycle Agents around the country.

Any last remarks
This is only the start and the beginning of a very long journey. We believe that innovation is the best way to promote the consumption of dairy. In order to keep customers from 2 – 85 years old, we need to continue innovating and introducing new products from yoghurt, cream to butter and more is yet to come from Fresh Dairy.

A 33.6% prevalence rate of the human papillomavirus (HPV), the leading cause of cervical cancer among women in Uganda, combined with low screening uptake has resulted in the country having one of the highest cervical cancer incidence rates in the world of 47.5 per 100,000 per year,” said Komuhangi. “As a result of limited awareness and low levels of early screening, 80% of the women who present with cervical cancer at the Uganda Cancer Institute (UCI), have advanced stages of the disease, according to Dr. Jackson Orem, the Executive Director of Uganda Cancer Institute in a recent media interview. Early testing and treatment presents higher chances of recovery for all cancers. We believe therefore, that this medical camp, will add on the efforts of other stakeholders in raising awareness about the importance of early testing and access to affordable treatment here in Uganda and in India,” she added.

Mirama One Stop Border Post is Best Quipped to handle Uganda-Rwanda Trade Traffic.

The past 10 days have come with mixed fortunes for Traders and Passengers that ply the Uganda-Rwanda route.

On one hand, there has been traffic interruption following the 14th May landslides that damaged the Katuna-Kigali road, 4 kilometers inside Rwanda and made it impassable for loaded trucks.

5 days later, on 19th May, more rains and landslides damaged the same road, but this time on the Ugandan side, at Kyonyo, about 2 kilometers to the Katuna border – also making it impassable for loaded trucks.

These two occurrences, consequently forced the authorities in Uganda and Rwanda to divert traffic of heavy trucks from the Kabale-Katuna-Kigali road to Ntungamo-Mirama Hills/Kagitumba One Stop Border Post to-Kigali.

To the people on the Kabale-Katuna-Kigali route, the diversion is an inconvenience that means lesser business and income follow altogether.

But, for the people between Ntungamo-Mirama-Kagitumba up to Kigali, it is booming business as hundreds of trucks are now passing that side.

But in the face of whatever has happened, two things came out clearly.

First, the Kabale-Katuna route needs fundamental renovations on both the road itself and the supporting infrastructure. The fact that the Katuna One Stop Border Post construction has stalled for years, says a lot about the state of this border post as the main route between Uganda and Rwanda.

On the other side, the Ntungamo-Mirama-Kagitumba route is new, and has a well developed handling point , read One Stop Border Post. Both its access roads and the One Stop Border Post were developed using funds availed by TradeMark East Africa and its partners mainly United Kingdom’s Department for International Development – DFID.

Truth be told, using google maps calculations, from Ntungamo to Kigali via Kabale is a shorter journey – about 192 kilometers while from Ntungamo to Kigali via Mirama is about 222 kilometers. This gives a difference of about 30 kilometers.

But minus that, it is also important to understand the Ntungamo-Kabale-Katuna-Kigali route is hilly, somewhat mountainous with endless curves. One the other hand, the Ntungamo-Mirama-Kagitumba-Kigali route is fairly flat with less hills and curves.

The long and short of this is that Katuna and Mirama hills present two contrasts. Though led to the same destination – Kigali, they are far apart in terms of development.

While both routes should always be available, it is clear that as things look currently, the Mirama Hills road should be the route of choice for traders and passengers alike.
